The GO Has Done Nothing About Plants
Debrief by Capt. Bill Robertson RA, Sector 9 [part 2 of 3] wrote:
"Now on these missions in 79, I started discovering... "

"And so I went to Mulligan, who was the highest intelligence terminal in the GO, he was the Controller's Committee for Intelligence. And I went to him, I said, "I want to talk to you." (This is in late 1979), I said, "I've been spotting these plants in the Organizations. I've been reporting them to the GO and the GO has done nothing about them. Why not?"
And he looked "Oh!" This had shocked him because it came from left field. I just met him in the hall there, you see, and he didn't have an answer ready. So he said "Ah...ah.., well.., if we ..if we... shoot them.., uh..uh..uh..,they might send in others and we don't know who they are."
I said, "That's a lie man. What are you giving me that bullshit for. Anybody can find a plant on a meter," I said, "That's a lie." So he said, "Oh well, yah, ..uh.., yes..,uh..., well it was Mary Sue's policy." And I knew that was a lie, too. Because I've done missions for Mary Sue and I know how she feels about plants."

Mary Sue Didn't Get The Word
Debrief by Capt. Bill Robertson RA, Sector 9 [part 2 of 3] wrote:
"Because in 1978 the indictment came down on the "nine" (and Mary Sue) that the FBI had done from the files that were stolen from the Church. And LRH had offered, right away, he had ordered the GO, lawyers and so on, to TRADE the Kissinger 800 million dollar suit to the government. See, because it was quite embarrassing to them. And it was embarrassing to SMERSH too.
And it was getting a little more play now. I think one Washington paper had mentioned it. So he offered to trade that suit off: To say we "have insufficient evidence" if you say you "have insufficient evidence" in the Mary Sue and nine conspirators case.
That was his order. To trade those two, equal off. They drop the case on Mary Sue and the nine. We drop the case on Kissinger.
The GO didn't do that. They traded that suit for one of the IRS appeal suits. And LRH was so mad at them that he kicked them all off of the SU area and he wouldn't have any more comm with them. He warned Mary Sue at the time "There's something wrong in the GO. There's something very wrong in there. They're not complying. They're not acting as if they are on our side."
And Mary Sue didn't get the word. She didn't look hard enough, or she didn't believe it, or there were too many people on her lines telling her that things were "other" than what LRH was saying.
But in actual fact, the people on her Controller's Committee, right underneath her, and between her and Jane (because they were senior to Jane) there were two people in there that were working for the government. And they were James Mulligan and Anne Mulligan."

Senate Subcommittee On Health and Scientific Research Focusses On The CIA's Testing of LSD On Unwitting Citizens
circa.
The Librarian wrote:
A Senate subcommittee on Health and Scientific Research, chaired by Senator Ted Kennedy, focusses on the CIA's testing of LSD on unwitting citizens. Only a mere handful of people within the CIA reportedly knew about the scope and details of the program. Testifying before the subcommittee is CIA's Dr. Sidney Gottlieb. The subcommittee learns about the CIA Operation MKULTRA through the testimony of Gottlieb. The purpose of the program, according to his testimony, was to "investigate whether and how it was possible to modify an individual's behavior by covert means." Claiming the protection of the National Security Act, Gottlieb is unwilling to tell the Senate subcommittee what has been learned or gained by these experiments. He does state, however, that the program was initially engendered by a concern that the Soviets and other enemies of the United States would get ahead of the U.S. in this field.
OUTPOINTS, SMOKING GUN OMITTED DATA: Gottlieb was the head of the CIA's operation that started the remote viewing program with Hal Puthoff, Ingo Swann, and Pat Price--all Scientology OTs. He hides behind "national security" while helping to direct all attention to the inflammatory "revelations' being made about MKULTRA. In all the Kennedy committee "investigations," absolutely NO mention is made about the extensive remote viewing efforts being undertaken at the very moment of Gottlieb's testimony. That it is still an active and heavily pursued program is later proved by the enormous sums of money put into it under the changed names of "GRILL FLAME," etc. Meanwhile, Scientology is being methodically dismantled down the street.

New York Times July 10, 1977, "The Scientology Spy Caper": "Government agencies which have been accused of investigating dissenting organizations by eavesdropping, infiltration and surreptitious entry may have been themselves victims of the same tactics, according to an affidavit by a former official of the 4-million-member Church of Scientology. Last Friday morning, F.B.I. agents raided church offices in Washington and Los Angeles to try to recover hundreds of documents allegedly stolen by scientologist spies from Government files.
Most of the branches and subsidiaries of the organization now enjoy tax exemption, but the Internal Revenue Service contested that status for years. In 1974, according to the church official, scientology strategists called for an all-out counterattack on the tax agency, and planted an operative in a job there and another in the Justice Department. Since then, the spies have allegedly copied Internal Revenue documents, Justice Department files and even bugged an Internal Revenue Service conference room, apparently to gain an advantage in their legal dispute with the government.

Gregory Willardson Notifies Henning Heldt That He Just Got Word From Michael Meisner
The Librarian wrote:
Gregory Willardson notifies Henning Heldt that he has "just got word from Herb [Michael Meisner]." Willardson has just been informed that Brian Andrus has received a letter from Meisner postmarked (no date given) San Francisco. The letter, which, in the language of the Stipulation, "had been sent by Mr. Meisner after his surrender to the federal authorities and after the United States Attorney's Office for the District of Columbia had decided to obtain a search warrant for Guardian's Office premises," states: "Brian - I know you don't understand what's going on, but I still need time to myself. I'm making enough to by on (sic) so there's no problems. I'll be in touch in a couple of weeks. Herb."
Willardson concludes that "as CSG [Mary Sue Hubbard] predicted" Meisner has been doing legal research in the San Francisco area. He suggests that the Guardian's Office send a "missioniare" to "scout the legal libraries and perhaps law schools to locate him [Meisner]." A copy of this letter is sent to CSG Mary Sue Hubbard, National Secretary Cindy Raymond, and Southeast Secretary Brian Andrus.
OUTPOINTS: ADDED INCREDIBLE COINCIDENCE: Lo! And Behold! Mary Sue Hubbard's 21 June 1977 [see] DOUBLE PREDICTION MAGICALLY COMES TRUE! On that date, she had looked into her InKreDiBle KriStAl bALL[tm] (kept, no doubt, in her "Red Box,") and through the swirling haze therein, saw that Meisner was likely in the San Francisco areaówithout benefit of a single logical fact to base such a wild guess on. (Of course, THEN, he WASN'T in the San Francisco area: he was in Washington D.C. cozying up to the feds and turning State's evidence.) But now, in an AMAZING coincidence, the feds somehow accomodatingly MOVE HIM TO SAN FRANCISCO SO HE CAN SEND A LETTER POSTMARKED FROM THERE, PROVING MARY SUE HUBBARD'S UNCANNY POWERS OF PREDICTION! Are you buying this, dear reader? Are you bending over and taking it quietly, a grim smile on your face? It was good for Garey Stark; is it good for you, too?

Mary Sue Hubbard nstructs Gregory Willardson Not To Search For Michael Meisner in Los Angeles
The Librarian wrote:
Mary Sue Hubbard instructs Gregory Willardson not to "waste time or resources" searching for Michael Meisner in the Los Angeles area. She says that she believes that he is more likely to be in a city or community such as San Francisco or Berkeley where there are good libraries available. She further informs Willardson that she has already instructed Mary Rezzonico to prepare a program to handle the present situation. Willardson notifies Rezzonico in her capacity as "DC Scene Co- Ord[inator]" that Mary Sue Hubbard has ordered that the Information Bureau "not waste resources" looking for Meisner, since he might be anywhere. Willardson also notifies Mo Budlong by telex that Meisner has "blown again" and that "no real avenues are open to locate [him]." He tells him that Meisner's apartment was "cleaned out and wiped down," and that "all his GO associates are to be briefed." He states that a "[P]lan is in the works to remove sensitve GO data shud [sic] It become necessary in future".
OUTPOINTS: ADDED INAPPLICABLE SPECULATION: This is the SECOND time on the SAME DAY that Mary Sue Hubbard allegedly speculates (in a different letter, yet), out of thin air, that Meisner is in the San Francisco area. There is absolutely NOTHING on which Mary Sue Hubbard can, should, or would base such airy-fairy guesswork. There is NOTHING in Meisner's background that would suggest that he would go to that part of the country. Meisner, on this date, is ACTUALLY cozying up to the feds in D.C. This statement by Mary Sue comes out of the blue, and is one of the strangest things in the Stipulation. Oh, but the strangest part, the uncanniest part, the creeping flesh part is yet to come. Stay tuned, fans of the occult; don't touch that dial. See database entry for 29 June and 3 July 1977. Yes, stranger...

Mary Sue Hubbard Writes To Mary Rezzonico, Michael Meisner's Escape Due To Refusal To Plead Guilty
The Librarian wrote:
In a letter, Mary Sue Hubbard explains to Mary Rezzonico that she believes Michael Meisner's escape has resulted from a refusal on his part to recognize the need to plead guilty on the fugitive from justice charge. She feels that that charge, with it's five years and/or $5,000 fine was too heavy for Meisner to bear. She speculates that Meisner has probably gone somewhere where he can do legal research to prepare his case. However, she concludes that she does not think that he will remain in the L.A. area, but that he is more likely to go to San Francisco, or possibly Berkeley. Following her receipt of Mary Sue Hubbard's letter, Rezzonico notifies DG I US Gregory Willardson, and B-1 CO-ORD US Cindy Raymond as well as NAT'L CASE OFF (SEUS SEC) Brian Andrus of Mary Sue Hubbard's "directive." (?)
OUTPOINTS: ADDED INAPPLICABLE SPECULATION: There is absolutely NOTHING on which Mary Sue Hubbard can, should, or would base such idle guesswork as that presented here about San Francisco and Berkeley. There is NOTHING in Meisner's background that would link him to that part of the country. (If he's looking for law libraries, how about D.C., which he is FAMILIAR with? And note well that D.C. is exactly where he is on this date, in the offices of US Attorney Garey Stark [ooo, which just happens to be right next to the D.C. Bar Assoc. legal library, where Meisner was confronted by the FBI in the first place!]. Meisner is busy copping his plea and feathering his bed. Reese tells Meisner that Richard Weigand has been removed from the post of Deputy Guardian for Information in the United States, and has been temporarily replaced by Brian Andrus, who had been Meisner's case officer.
Miesner speaks to Henning Heldt, who promises to meet with Meisner that evening if he returns to L.A. Meisner, still troubled and confused, agrees, nonetheless, to return. That night, Meisner and Heldt meet at Canter's Restaurant in L.A. Heldt assures Meisner that he understands Meisner's feelings. He tells him that both L. Ron Hubbard and Mary Sue Hubbard are working on his case and will do everything to help him. He explains that while Meisner will have to continue to be guarded, he should consider his guards his friends and not his enemies. Meisner agrees to remain with the Guardian's Office. He is driven to his Descanso Drive apartment by Heldt and Reese. When he arrives, Meisner is met by Jim Douglass, who has been waiting to guard him. DOCUMENT TITLE: Certificate of Revocation, HASI, Inc.
SUBJECT: Dissolution by revocation of the Articles of Inorporation for Hubbard Association of Scientologists International, Inc.
PARTIES: Corporation, Hubbard Association of Scientologists International, Inc.; Norton S. Karno, attorney; Sherman and Stephen Lenske, attorneys at Karno firm handling L. Ron Hubbard's "business interests."
BACKGROUND AND NOTES
HASI, Inc. owned all copyrights and trademarks related to Scientology. They had been assigned into perpetuity to the Hubbard Communications Office (HCO), a division of HASI, Inc., by L. Ron Hubbard in several policy letters, notably several issued on 15 and 22 November 1958.
HCO was transferred to Church of Scientology of California (CSC) on or around 12 March 1966 according to a policy of that date. CSC was, itself, owned at the time by HASI, Inc. To get a full picture of this corporate set-up and the relationship of the intellectual property to it, and what became of it after this HASI revocation, please see our comparative chart.
When this 10 May 1977 revocation of HASI, Inc.'s Articles of Incorporation was sent to the P.O. Box Address in Silver Spring, which had been the address for HASI, Inc. since the '50s, it was returned to the Arizona Corporation Commission as "MOVED - NOT FORWARDABLE." At the time, Sherman and Stephen Lenske, of the law firm of Norton S. Karno, were handling L. Ron Hubbard's "business interests."
CSC, however, survived as a California corporation, taking HCO, and the copyrights, with them. But within two months of this revocation, the Guardian Office in the United States will be raided on both coasts by the FBI rendering it in such disarray, and under such duress, that CSC, and the intellectual property it owns, are left wholly unprotected.

LRH And MSH Are Notified of Quentin's Death
The Librarian wrote:
According to an account by Doreen Smith, this is the date on which LRH and MSH, at La Quinta, are notified of Quentin's death, sometime in the morning hours.
That same morning, a detective from Clearwater police department telephones Las Vegas to say that 210 South Fort Harrison Avenue is the address of the US headquarters of the Church of Scientology, but that the church's public affairs officer, Kathy O'Gorman, has refused to give him any information about Quentin Hubbard. The detective says that the Clearwater police have had "many problems" with the church; as far as he knows, the founder, L. Ron Hubbard, lives on a yacht in the bay.
A pit boss at the Sands Hotel by the name of Ed Watters, who later claims to have been "a covert operator" for the GO "for about eight years," is reportedly told (BY WHOM?) to get hold of all of Quentin's medical files. According to Watters, there was apparently evidence in them that Quentin had "had a homosexual encounter shortly before he was found." Watters claims, "There was a girl Scientologist (WHO?) working in the hospital in a very secure position and she got all the reports on Quentin and gave them to me and I handed them over to the Guardian's Office."

Las Vegas Ccoroner's Office Begins Attempts To Establish

The Las Vegas coroner's office begins making attempts to establish "John Doe's" identity. His car, which has been impounded, is "re-checked" (?) and a Florida Highway Patrol smog sticker is found, along with a vehicle identification number. (WHY WERE THESE MISSED BEFORE?)
A telex to the Florida department of motor vehicles comes up with the information that the vehicle is registered to a Quentin Hubbard of 210 South Fort Harrison Avenue, Clearwater. Descriptions of the car and the dead man are telexed to Clearwater police department with a request that the information be checked. At 8.40 pm, a man called Dick Weigand telephones the deputy coroner from Los Angeles airport, says he wis leaving for Las Vegas in five minutes and hopes to be able to identify John Doe. They agree to meet at ten o'clock that night at the Medical Examiner Facility on Pinto Lane.
Weigand arrives at Pinto Lane five minutes late and explains that he had been contacted by a Kathy O'Gorman, who lived at the same address in Clearwater as Quentin Hubbard. However, he says he has only seen Quentin a couple of times and can not be sure of making a positive identification. Weigand views the body twice, then says he isn't sure. He can give no more help and doesn't even know the telephone number of Kathy O'Gorman in Clearwater. Weigand leaves and immediately puts a call through to the Guardian's Office to give them the bad news: it's Quentin, all right.

Joe said there was a carpet runner in the trunk of the car Quentin was found in, rolled up, and it had hairs belonging to quentin on it, as if he had been incapacitated elsewhere, rolled up in the carpet runner, and driven in the trunk to the site on Sunset Road, where the 'suicide' was staged. Joe Lisa was an unindicted co-conspirator in US vs Mary Sue Hubbard in 1982 Note Well: Bloodwork indicated Carbon Monoxide was NOT the cause of death, it was the assumption made upon his deliverey to the hospital, but was not indicated as a factor from blood work. Kendrick Moxon Submits Affidavit With Nine Pages of Handwritten Material
The Librarian wrote:
District of Columbia Assistant Guardian for the Legal Bureau Kendrick "Rick" Moxon, submits (to the FBI?) an affidavit with nine pages of handwritten material. In the affidavit, he states that he is unable to locate a personnel file for Michael Meisner, and that the nine pages of appended handwriting ae those of Meisner. (Then the Stipulation only has this to say: "However, as the defendant [Cindy] Raymond stated to Mr. Meisner in a meeting in late September 1976 [see database entry for 25 c. September 1976], Mr. Moxon had been directed to supply the government with fake handwriting samples in lieu of Mr. Meisner's true handwriting exemplars.")
OUTPOINTS: OMITTED FACT, CONTRARY FACTS: The Stipulation here completely, though adroitly, skirts the issue of whether the handwriting exemplars submitted by Moxon were or were not Meisners. This careful wording in the Stipulation cannot be accidental. It seems to say that Moxon submitted "fake handwriting exemplars," but it doesn't actually say that. Why not? Why is Moxon being protected BY THE WORDING OF THE GOVERNMENT'S OWN STIPULATION if he DID lie in his affidavit and submit fake exemplars? Or did he submit real exemplars, defying his GO orders, and thereby hand the FBI exactly what it needed to tie Meisner to the GO? Has to be one or the other.

Kendrick Moxon Receives A Grand Jury Subpoena, re:Michael Meisner

FBI Special Agent [Christine] Hansen serves upon Assistant Guardian for the Legal Bureau in Washington, D.C. Kendrick "Rick" Moxon a Grand Jury subpoena for all original known handwriting exemplars of Michael Meisner, and the employment application and personnel records of Meisner in the possession of the Church of Scientology. The subpoena is returnable on 14 October 1976. Assistant Guardian for Information in the District of Columbia Richard Kimmel immediately notifies Mitchell Hermann, aka Mike Cooper of the service of the subpoena.
OUTPOINTS: ALTERED SEQUENCE, CONTRARY FACTS: How can there be a "Grand Jury subpoena" on 8 October 1976, when the so-called "October 1976 Grand Jury" isn't sworn in until 13 October 1976 [see]--five days later? [Is there some legal provision that makes this possible?] It is odd that the date on which this subpoena is "returnable" is one day AFTER the October 1976 Grand Jury is sworn in. Is there an EARLIER Grand Jury which fails to endorse and return the US Attorney's Office indictment within the required 45 days? If so, does this account for Wolfe's well-obfuscated WAIVER of his protection, under Rule 4(a)(1) of the Rules of the United States District Court for the District of Columbia, which provides that indictments are to be returned within forty-five days of any arrest which occurred prior to July 1, 1976? The "Design Protection Act," S.22, is signed into law by President Gerald Ford, becoming Public Law 94-553. It will not, however, become effective until 1 January of 1978. A. Provides that a copyright in a work created on or after January 1, 1978 subsists from its creation and endures for the life of the author and 50 years after his death.
B. States that any copyright, the first term of which is subsisting on January 1, 1978, shall endure for 28 years from the date it was originally secured.
C. Provides that registration is not a condition of copyright protection.
D. Provides that the omission of copyright notice does not invalidate the copyright in a work if: (1) the notice has been omitted from no more than a relatively small number of copies distributed to the public; or (2) registration for the work has been made before or is made within five years after the publication without notice, and a reasonable effort is made to add notice to all copies or phonorecords that are distributed to the public in the United States after the omission has been discovered; or (3) the notice has been omitted in violation of an express requirement in writing that, as a condition of the copyright owner's authorization of the public distribution, they bear the prescribed notice.
E. Makes a copyright infringer liable for either the copyright owner's actual damages and any additional profits of the infringer, or statutory damages of up to $10,000 if the case is settled and up to $50,000 if the owner proves willful infringement. Sets forth criminal penalties for willful infringement.
F. Provides for the transfer of copyrights and the recordation of such copyrights.

It was these activities that caused the basics to almost disappear completely from Org and SO training.
It also began the schism as many of the opinion leaders once the criminality became known began to quietly leave Scio.

Quite a few of us old timers had these abilities......most of us who trained before the dumbing down of Scio began in 1964 could do some pretty fancy tricks. But we were very inconsistent.
The one ability that most do not want to talk about is Remote Commanding.
LRH, MSH, Bob Thomas, Jane Kember, Yvonne, Alex Sybersky, myself and our top crews had these abilities.
If Scott takes a look at the period in LA in the early 70's he will observe a Remote Command Team in Operation. They were powerful!!

Much of what Pat and I did was over the phone. We would set each other targets and debug each other. Very similar to an expanded CCH type of session.
