I wrote this up for another list then decided to write more than I first intended for a.c.t. One has to look behind the errors to the outpoints. The actual out-points are much rarer and tend to be not-ised as thetans like to be reasonable. The actual outpoints behind these alterations (the ones Safe is looking at) need to be examined more than the errors. One of the commoner outpoints is "omitted data". It a hard one to spot as it's a "not-there". So the only way one can spot an outpoint of "omitted data" is to have a datum of comparable magnitude to compare against. The comparable datum is the Ideal Scene and without that the actual outpoints don't show up. In evaluation many make the mistake of following the sequence given in Data Series 23 which is actually just a format for presenting the evaluation. Tha actual sequence of evaluation is given in Data Series 28R and involves getting the Ideal Scene before the situation. Having established an Ideal Scene one then determines the Situation as the major departure from that Ideal Scene. One then gathers statistical and other data. The data is examined and outpoints are counted in relation to the data. Then one is into the Why which is the major outness that when handled will lead to a recovery. It must be something one can do something about oneself not have others do (Data Series 22). One then re-examines the Ideal Scene from the viewpoint of a handling. "String Pulling" is the delicate art of working through the initial omitted data into the contrary data that then appears back to the major departure and on into the Why. The primary error that occurs in evaluation (given that one has actually studied the Data Series) is the Service Facsimile. The evaluator has already decided what is wrong and fits the evaluation to match the ser fac. Hubbard did exactly that many times. His favorites were the Ethics Why and the Ethics Who. The most usual form of this is that the evaluation just doesn't get done in the first place as one already knows how to handle the situation. The criminal time track seems like a good collection of data to use in evaluation - there is lots more floating around on the FZ and critics' sites. >From Data Series 28 one starts with a GDS analysis to get the area. (Gross Divisional Statistics). That bit isn't difficult. The major stat against an admin scale with a goal of a cleared planet is number of Clears. Its in a condition of long term non-existence. So we go to the Ideal Scene. This is different from the goal. Its an existing scene that is attainable and acts toward the goal. A broad statement of it could be "An operating basis and organization that can work toward developing and applying a technology of the spirit in a viable, self-correcting fashion that can lead to the eventual de-aberration of theta entrapped in the MEST and other universes" There are many areas that require supplementary evaluation per data series 27 so one has a rats nest of interacting situations and it is necessary to isolate what one could term the "Prime Situation" which I would define as the situation in a multiple echelon evaluation which must be addressed and resolved first in order to open the door to succesful evaluation of other echelons. Cursory inspection leads to superficial Situations. Superficial Situations lead into the wrong echelon for data examination. One could come up with situations like "An incomplete and/or false bridge", "A corrupt management" etc. but these are cursory. The Prime Situation must be found at a deeper level than recent outpoints. It is a situation that includes both the CofS and the FZ. This matter of establishing the Prime Situation needs considerable examination before proceeding further with the eval. The principle outpoints I see in Scientology and the society in general is inactivity. People just don't do that which is necessary to improve their lot. This seems to be the situation that Hubbard was attempting to resolve with KSW. If one were to do an evaluation at the Scientological echelon one could get into a Why of "An incorrect and arbitrary solution was placed on the bridge in 1965 by LRH as a solution to an unevaluated actual situation" The handling that comes from that is to evaluate the prior confusion to the false solution. That leads us into a broader echelon of evaluation. Hubbard seems to have made an attempt to evaluate at a higher level in 1979 with the "World Out of Comm" handling which led into Key To Life, Super Power etc. It was essentially a study Why. The "Golden Age" seems to be based on a new handling for an earlier mis-evaluation. The situation goes deeper than study. I see it as being in the area of: "The general level of apathy and other-determinism on the planet is such as to make any attempt at bettering conditions dependant on the efforts of a very small number of motivated individuals" This is clearly observable in the activity level of most Scientologists in the CofS and in the FZ. Most newsgroups disintegrate into natter sessions and chat sessions with very little actual work toward the tech. So Hubbard's solution with KSW and the fiery ethics officer breathing down the necks of the unwilling. A later solution was to motivate people with the image of an elite cadre of beings whose job was to save the planet. A bright idea but it was a temporary kick in the ass that led to the introduction of too many arbitraries. So our evalution is at the point of looking at the situation and perhaps refining the statement of it. The data trail will cover the whole time track.
