I have to disagree on this point.
LRH instituted unusual punishments such as overboardings. This and
others have been posted several times.
LRH wrote the policy on the "Fair Game Law" which was later withdrawn
for public relations reasons.
LRH created the RPF's RPF when he assigned Joan Moreau to it on the
Apollo.
LRH instituted and perpetuated "Sec-checking" (asking people about
crimes on the e-meter) and failed to take into account that this would
cause criminality. I have posted a technical reasoning of this point
separately under the thread "Criminality in the CofS".
I'm sure that others will add a few more.
I find much of value in the tech myself but I believe that the seeds
of criminality were sown by Hubbard himself.
