Somone with an interest in applying scn outside the CofS. That's a pretty loose
definition and isn't official. Invitations are usually forwarded to FZ centres
who would locally administer arrangements.
The intention is that it isn't a forum for debate about the validity of
Scientology nor is it open to those who are part of organizations antagonistic
to the FZ such as OSA.
The above is my understanding and not an official statement.
