STATUTORY DECLARATION

I, Mark Percy, of 21C St John's Grove. Archway. London N19 5RW, England declare as follows:

I was born in Greenford, Middlesex, on 14-10-1954. My parents, Hubert Montagu Percy and Diana Percy had a flat in Ealing, We moved to Oxted, Surrey, when I was 4 or 5 years old. I attended Down Robin Primary School when I was this age. One particular incident stands out in my mind: when I was seven, going on eight, I was going to Oxted High Street on a Saturday morning to buy a balsa wood elastic band powered glider from Woolworth for 7s/6p and looking on a side street shop window, I found myself talking to a man unloading a Humber Silver Super Snipe estate car who brought the tailgate down on my head hard, knocking me unconscious.

I was found in someone's garden, hours later, with a huge bump on my head, amongst other things. The police visited our house, yet my mother hushed the incident off effectively. Years later, auditing revealed the truth of what had happened.

I realized at an early age that my mother was destructive and suppressive towards everything and everybody and I never understood why this was when I tried comparison to other families and individuals. She was anti-Scientology.

My parents decided I should attend Michael Hall Rudolf Steiner School in Forest Row, Sussex. It was a long train ride for a young boy, with two changes and 1 1/2 mile walk at each end, for two years. Eventually we moved to East Grinstead, near Sackville College. At Michael Hall School, I had met children of Scientologists who seemed calm, able, happy, compared to the living hell of my family. This fact intrigued me.

I acquired a bicycle, which led to exploration of the area when I was about nine years old. I met L. Ron Hubbard outside the gates of Saint Hill on my bicycle. He hailed me "Hey little fella, what a lovely day, and what a great bike!" I asked him what this place was all about and he told me it was where people got better and more able and got rid of problems. He left a lasting impression on me, towering above me in his hat and huge smile.

I came looking for him again a few weeks later and found him on the lawn outside the manor; he talked to me some more and everything he said made perfect sense but allowed me to reason it all out. I knew he was special.

When I was about 9 1/2 to 10 years old, about June 1965, my mother showed me a newspaper clipping from the East Grinstead Observer showing L. Ron Hubbard with giant tomato plants. He had asked the plants what the ideal scene was to grow healthy and abundant and the evidence was in the photograph. I said this was totally cool and she exploded, whacking me about, saying he was a fraud, it was a crazy cult and devil worship and I was not to

go there or get involved - I was banned from it - and to stop asking questions and being curious all the time and wanting to know why to everything.

I was showing signs of rebellion and questioning my mother's irrationalities, so she called in a child psychologist to interview mw every week when I was between 12 1/2 and 13 1/2 years old. All he did was drive me about in his high powered Mini Cooper, taking corners at thunderous speed, asking me questions about sex which I didn't understand at all.

I realized my mother was a lunatic, always groping my brother and hounding me; she used to break down my door to get at me when I locked her out of my room; she would turn my room upside down, looking for anything but always found nothing; it was continuous hell. My father was always working away and my mother would PR him about everything. But he knew things were not right.

Things got worse at home. My mother was having a long incestuous arrangement with my younger brother, which screwed him up. She took a fancy to my father's business partner, which I couldn't understand. When I was between 14 and 14 1/2 years old, I came home from school one day and found them "at it" in the swing hammock in the back garden. I hid till it was over. My father knew I was out of sorts and got the truth out of me. A savage domestic incident ensued. I tried to stop it but everyone got hurt.

Later, when I was 14 1/2 and was hitchhiking, I met a Scientologist, Ray Royer, who took an active interest in me. lent me Scientology 8008 and DMSMH, which electrified me. After an escape from a savage domestic incident, other Scientologists found me on the Lowry Road, bleeding black and blue, then took me to Saint Hill to consult supervisors to assist me in my effort to escape domestic violence and psychiatric/psychologist medlings foisted onto me by my mother but I was under age, so they were powerless. I remember their conversations in "Scientologese" in detail.

Shortly after that, my mother had me institutionalized, along with my sister and brother and I ended in a care institution for children from broken homes, Colwood, which was part of the Saint Francis psychiatric hospital at Haywards Heath. This was just before my "0" levels. My brother was rescued from institutional life by my mother after 2 weeks.

The head psychiatrist, Dr Morgan asked me in an interview if I wanted to have sex with my parents. I climbed over the desk and punched him out. The staff hauled me off and sedated me. I would hide behind doors and wait for him to go by, pounding like a tiger, and beat shit out of him for his disgusting ideas and lies. As I was becoming more rebellious, I was given such drugs as Valium, Librium, Temazepan.

The psychiatrist used incomprehensible psychology jargon to try and explain everything; I objected to absolutely everything and resolved never to be crushed, even in death if needs be, by them. My medical doctor, Dr Lodge of East Grinstead, strongly opposed

all this and said there was no need for any of this mental treatment and that I should not be subjected to such and that I was a healthy young adolescent who should be back at school, obtaining education.

After three years of this life, my sister and I escaped through a roof window and made off to London over the fields of Sussex and Surrey. We wound up homeless and scavenging on the Brentford docks; as we lived in the streets of London, my sister found a man who took her in with him. I found a job and a bedsit and made a living of sorts. I got married at 18 but my mother in law didn't approve of me and broke the marriage up.

I drifted from welding jobs, pipe welding and autocrash repair work, playing in bands, building, decoration, plastering, gardening, washing up, filling shelves, pumping gas. For years I practiced the bass and the guitar and vocals and lyrics and songwriting in my spare time, amongst gigs, rehearsals and recording.

I tried to educate myself: musical instruments, construction and repair courses, business studies, music college, degree studies, access courses, you name it and I tried it, but the real long haul courses I could never get through, as the bills and basics always got in the way of it all, bringing the house down every time, and there was no help available and menial pay didn't cut it.

When I was 20, I approached the Tottenham Court Road branch of the Church of Scientology. They liked my OCA graph but they told me I was unacceptable because of my institutionalization at Colwood, which broke my heart. They forgot to tell me I could study. I was determined to get Scientology, come hell or high waters, so I bought books from the bookstore officer when I could.

Failure after failure ensued. Relationships, work, everything. I became curious why society was in such turmoil continuously, why did everything end in grief and nonsense.

In 1979, I met Ralph Hilton on a computer seminar in Maidstone, Kent. He had been kicked out of the Church but he did not tell this to me. He said he had left Flag. In 1981 I met Russel Day, who was sharing a flat at 95 Talgarth Road, London W14 with a guitarist I knew named Phil Spencer. Nothing came out of this at the time.

In 1985 Russel Day introduced me to Ralph Hilton (whom I had already met once) at the Tearoom des Artistes in Clapham Common, where I also met Jeffrey Cresswell, Phil Good and all the other London squirrels. They told me about the Purification rundown and I started to read about it. Shortly after that, I went to the USA and stayed in Chicago for two years.

In late 1987 or early 1988, when I was back from the US, Russell told me the contents pf the OT3 materials and some NOTS materials after a drunken evening in the pub. I remembered absolutely everything in technicolor detail. I became ill quickly:

pleuresy, pneumonia. Ralph set about my case, as Russel had put me into the deep end. He found out that I had had auditing in my previous liftime, so I went straight into the upper level materials; everything was full on (CHURNING) and it was not going to go away. Pandora's box had been opened.

I bought everything I could lay my hands on, tech volumes, RSD volumes, OEC volumes, all the books, packs, grades, you name it, I bought it. Desperate, frantic study followed, searching, cross-referencing, E-meter books, E-meters. I slogged through Purif, R6EW, the Clearing Course, OT2, OT3, the OT Drug rundown, then the L's - L11 - L10 - L12 - before doing NOTS OT5-7 (but some of the processes were missing on these levels) and OT8. Finally I did the grades, which ran very deep on the whole track. I did this with Ralph Hilton until 1996, when he went off to Austria.

When I first met Ralph Hilton, I did not know he had been expelled from the Church. As I got to know him and the other squirrels I found out who they were and what they were up to. Hilton had been in a squirrell group called the AAC, in Richmond, between 1979 and 1984, where he was nicknamed "the poison dwarf".

Russell Day had been on staff in South Africa and had been kicked out for taking drugs. He met Ralph Hilton in 1984.

Morag Bellmaine had supplied materials to the group through Phil Good. The group included Jeffrey Cresswell, Phil Good, Russell Day, Alan (Alan Walters ? - a halfcast who had a big motorcycle), Ray Royer, Bill Casey, Fiona Redmonde, Neil Jackson. Ralph Hilton had found out who manufactured the needle movement of the E-meters and got them to manufacture Hark VII meter movements.

Ray Royer had the Power and Power Plus materials from recall and held them but did not use them on anyone. He found out that Ralph Hilton had left out several ranges in auditing upper level materials, making case gain difficult. Ray Royer spotted this and told the others.

A lot of people showed up at the squirrells' base at Westwood Hills and Ralph Hilton wanted to expand his operation but he could not find any auditors. He wanted me to train as an auditor but I did not want to do so without training at the Church. There were fights all the time at Westwood Hills over out-tech, including Ralph's EEG: he had noticed a similarity between E-meter reactions and electro-encephalogram (EEG) patterns and started using EEG's for auditing (!). On top of it, Ralph was stirring up people in pubs.

Slowly, as I went upscale, I realized the out-ethics, out-tech, off-policy, off-hat, off-lines squirrell alterations of the tech by all the people involved. I noticed their appalling suppressive behaviour and actions and in disgust, after thinking it all over, I left the suppressive group.

What led me to this conclusion was the appalling behaviour of those involved, Ralph's horrendous squirrelling and squirrel processes, the way he lived in a science-fiction dreamworld,

supported by others under duress, in a low-toned environment and attire, Russel Day's extortionist landlord nickel-and-dime squalor, Andrew Small's facade as a waiter at the Savoy luring investors into his property empire, Bill Casey's mixed practices, Eddie Greenhaugh's scheming and plotting, Fiona's double standards, along with Neil Jackson's double standards, the most overt out-ethics and bullshit, the backstabbing, third party intervention, black PR and downright dishonesty. A summary of my findings on the people concerned is enclosed. It speaks for itself.

In 1995-96, just as Ralph Hilton left for Austria, he suggested to me that I attend a degree course in psychology in order to gain social acceptability and I did so for six months. I saw that it was all false data and it made me physically ill, so I dropped the course. During one conference, the lecturer was trying to ridicule Scientology (which he knew nothing about) and asked me if I wanted to say anything (as he knew I had studied it). I did and ran a short locational on the 600-strong audience: six hundred people came up to present time and the lecturers were baffled to see this and hounded me for data.

For anyone who would ever consider squirrelling, my advice is "Don't do it!". I have been through a thousand hells off out-tech that nearly cost me my life more than once. Stick to the programme, stay on the programme and don't fall off the programme, no matter what. Take it from me, taking the so-called "outside route" is like climbing the North face of the Eiger mountain in a blizzard, one pin, one inch at a time, in a 100 mph wind below zero, with no tools, no protection, while in the Church it's a walk through a swaying corn field in the sunshine.

Squirrelling is a disorganized, unethical, undisciplined, improperly C/S'd, improperly audited, nutty scene, "full of Pol Pot type dictators with sick S/P degraded ideas, unhandled cases on post, no Qual, no Tech, no Ethics, no C/S separate from the auditor, crazy out-tech practices, a bar room bunch of penny pinching whacked out perverts, where anything gets tossed into the pot as the latest idea, causing untold problems, a poor K-Mart version of the real thing that breaks down every time.

I have never been in the Church but I can imagine what it is like. For all of you that have no reality of what it's like when things can go wrong, because you've had the luxury of a proper auditor and proper training and supervision, everything Ron said in the Tech volumes is right in ALL the materials. The enturbukation, when you miss this, is absolutely staggering. Death and suicide can result. Believe me, I've seen it first hand, my best friend in a million pieces, smothered by a train at l00mph.

Ron shook my hand once when I was a child and I know Ron is here to help us. God knows he helped me out of a living hell, of what I now perceive as a stinking sewer full of snakes and spiders, suppressives, rats and squirrels, pirates and rogues. I've been down the hard route, but not through choice. There is only one way up, on and out. You can't afford not to get on with it,

These wonderful things which are available now, in another time, may no longer be. Seize them now. Hear me now.

In the end, I turned to the Church, where I always wanted to be. I handed in all the materials and set about steps A to E and overcoming illegal PC status.

APPENDIX I

ILLUSTRATIONS OF THE CRIMES AND ILLEGAL AND IMMORAL PRACTICES

OF RALPH HILTON AND HIS ASSOCIATES

(HEIDRUN BEER, JEFF CRESSWELL, RUSSELL DAY, PHIL GOOD, EDWARD GREENHAUGH, ANTOINETTE MATALAS, DENNIS MATALAS, BILL ROBERTSON, LARRY RODMAN, ANDREW SMALL aka JAY JOUKSEY, and IAN WILSON)

A. COMMON LAW CRIMES

1. THEFT

RALPH HILTON boasted about stealingsoftware from his employers. For example, he stole packages of copyright computer software on which he had been working at IBM, Putney Bridge, London SW15. These were later taken to Austria, where they were sold. JEFFREY CRESSWELL confessed that he and IAN WILSON were also involved in this.

BILL ROBERTSON stole a large quantity of tapes and materials which were stored in a basement. They were never recovered by their owner. Eventually RALPH HILTON found out about this through his connections and acquired the tapes and materials.

RUSSELL DAY stole lighting equipment from his employers continuously from the 1980's in order to amass equipment for his own business, which he did not start.

2. CONSPIRACY TO STEAL, AIDING AND ABETTING THEFT

DENNIS MATALAS was involved in the theft of NOTS materials from THE CHURCH OF SCIENTOLOGY (AOSHEU) in Copenhagen. He provided all or part of the money to purchase the air tickets to Copenhagen and procure uniforms.

3. USE OF STOLEN MATERIALS AND COPYRIGHT VIOLATIONS

All upper level and advanced materials used by the squirrels have been stolen from the Church of Scientology at one time or another. RALPH HILTON obtained the L's rundowns materials from LARRY RODMAN of Orlando, Florida. He also acquired the tapes and materials stolen by BILL ROBERTSON.

RALPH HILTON had a number of tapes duplicated for him by some of his clients, in violation of copyright laws.

4. INSURANCE FRAUD

RUSSELL DAY arranged that a Luton van of his "disppears" to claim the insurance (sold the van and claimed the insurance). He had already done this on other vehicles.

5. FRAUD/DECEIT IN OBTAINING HOUSING ASSOCIATION/COUNCIL FLATS AND/OR HOUSING BENEFITS

RUSSELL DAY obtained a very large 3 bedroom garden flat at 23 West Woodhill from the West Woodhill Housing Association under

false pretenses, using a duped girlfriend who was threatened and intimidated out of the property. He then sublet all the rooms.

RUSSELL DAY also obtained a property at 603 Wandsworth Road, London, by using other people's children as bogus prop to obtain a house with the right to buy. He lives in the house alone, sometimes using it as a hotel for pc's coming from abroad for auditing or case repairs by Ralph Hilton. He charges them large fees and shares the letting profits with RALPH HILTON.

RUSSELL DAY concealed that he owned a property at 38 Highland Court, Highland Road, Crystal Palace and also owned industrial unit No. 2 at Blenheim Gardens in Brixton, London SW2 and let it out as a residential property, whilst falsely obtaining a housing association flat

RALPH HILTON used to rent a flat owned by ANDREW SMALL at 62 Elsham Road, London W14 8HD, which was paid for by housing benefits, despite the fact that he owned a property at 47 Tolbar Court, Sutton Road, which he was having let via ANDREW SMALL.

6. SUPPLY AND USE OF ILLEGAL DRUGS

When ANTOINETTE MATALAS (sister of Dennis Matalas) was in South Africa, RUSSELL DAY mailed her hashish from England.

RUSSELL DAY himself also relapsed into taking drugs. He did the Purification rundown twice because of a relapse with cocaine and hashish at a party in 1993.

RALPH HILTON admitted to smoking "pot" at a party before leaving for Austria, in 1995-96 after he had done the Purification Rundown for the second time.

7. DRIVING UNDER THE INFLUENCE OF ALCOHOL

RALPH HILTON was banned from driving in the 1980's after a drink and drive incident in a 3 litres Vauxhall Senator.

RUSSELL DAY was banned from driving twice on drunk driving charges, in 1987 amd again in 1993. On the last occasion he only just avoided a prison sentence.

8. GRIEVOUS BODILY HARM

STEVE BISBEY beat Russell Day unconscious in a conflict over a woman at a party held by Bisbey. RALPH HILTON and JEFF CRESSWELL were present but did nothing to stop it. They looked on whilst the fight raged, laughing.

On another occasion, in 1994, RALPH HILTON bludgeoned Russell Day with a copper pipe in a conflict over a pretty girl. Russell "stole" her from Ralph and Ralph bludgeoned him. Russell Day was hospitalized.

On one occasion in August 1986, Jeffrey Cewsswell "found himself a girl". They had sex at 24 Westwood Hill very heavily and noisily. Russell Day was incensed and Ralph Hilton also. Ralph

made a pass at the girl in the kitchen. JEFFREY CRESSWELL knocked him unconscious for 30 minutes.

9. CAUSING SUICIDE, ILLNESS, DISTRESS

RALPH HILTON supervised the Purification Rundown for famous drummer, Bryson Graham of Spooky Tooth and Early Foreigner, a heavy drug history case. Bryson committed suicide after the Purif. The cause of the suicide is uncertain but it could be either for not being correctly drilled on the procedure or for the procedure not being standard or, worse, unhandled PTSness. The PC was unstabilized in his own universe and possibly exposed to advanced courses and materials (see below).

RUSSELL DAY gave potential new public specific data on the contents of OT3 and NOTs materials (in violation of the Code of a Scientologist and of copyright and trademark law), with a view to his own financial gains from getting them interested to have auditing, and without any regard whatsoever for the consequences on their health and sanity. He did this to me and to others.

B. IMMORAL AND UNETHICAL CONDUCT

1. SEXUAL MISCONDUCT AND PERVERSIONS

RALPH HILTON, JEFFREY CRESSWELL, HEIDRUN BEER. and DENNIS MATALAS, are all seriously obsessed by sex and eager to indulge in it. They are conducting themselves without any kind of restraint in this area.

RALPH HILTON keeps a large stack of pornographic magazines in the bottom right hand drawer of his desk.

HEIDRUN BEER was still married when RALPH HILTON had a sexual relationship with her and interfered with her marriage. Later, he went to Austria under the promise of having a relationship with her as well as setting up an auditing unit. This did not work out. HEIDRUN BEER ended up watching porn videos and hiring the services of a male prostitute on more than one occasion. HEIDRUN's ex-husband is also heavily into porn.

RALPH HILTON had a sexual relationship with a female PC in Austria (in violation of the Auditor's Code) who was married, resulting in adultery, an angry husband and a fight.

RALPH HILTON offered a barmaid 500 pounds to spend the night with him. Her husband found out about this offer and Ralph became very unpopular in the local bars.

JEFF CRESSWELL brings back porn magazines from Hamburg, where he works.

JEFFREY CRESSWELL is friends with PHIL GOOD, who has some sexual obsessions in common with him, such as reeking female buttocks and pornography, foot fetishism and similar degraded ideas.

JEFFREY CRESSWELL moved to Hamburg for money in computer work and

availability of desperate Russian girls/women looking for an escape to the West. He used them to have a continuous conveyor belt of women from Russia for sexual purposes, through contact magazines/agencies. He had 3-somes with DENNIS MATALAS, who also lived in Hamburg, and Russian girls. He has pretended to be a Nazi interrogator of tied-up naked Russian girls, sometimes in uniform.

2. ALCOHOL ABUSE AND VIOLENCE

RALPH HILTON and RUSSELL DAY are both heavy drinkers.

RALPH HILTON used to drink with colleagues at the rate of 16-18 pints of beer a day until he lost a job in the computer industry. He has been intermittently drinking heavily ever since.

RUSSELL DAY used to drink heavily while auditing in the "No interference zone" (R6EW ro OT3).

RALPH HILTON and RUSSELL DAY used to make a lethal home brew and often had fights in the small hours of the morning after their heavy drinking sessions. RALPH HILTON has a Samurai sword, which he keeps under his desk, and which he pulled out more than once to eject drunken RUSSELL DAY from his room at 24 Westwood Hill in the small hours of the morning. On some occasions their drinking led to serious violence (see A.8 above).

RALPH HILTON used to run power processes on strangers in pubs, while drinking with them, sometimes resulting in sudden severe kicking and getting punched out and sometimes resulting in prison for others on Ralph's false testimony or representations. In 1993-94, after borrowing my hair clipper to shave his head and eyebrowe, he went to a bar, the Greyhound pub in Sydenham, and won about ?30 from a fruit machine. He upset the locals, who beat him up. There had already been incidents in that pub in 1991 and he had one more in 1994.

On one occasion in 1993-94, RALPH HILTON threatened to cut Russel's penis off with a kitchen knife. Russell was cooking sausages and Ralph had said something provocative about Russell's sexuality. When Russell retorted, quoting Ralph's past life as a prostitute in Plymouth, Ralph threatened to cut his penis off.

3. GREED

RUSSELL DAY and ANDREW SMALL in their capacity as landlords are both acting with greed and contempt of their responsibilities to their tenants. Besides deceiving the social services and others about their qualifications, they are both acting as "Rachmaa-type" landlords, leaving their properties in an unacceptable state of squalor, while pocketing the rent directly from the social services.

4. MISREPRESENTATION

IAN WILSON has audited PC's without having any auditor training.

ANDREW SMALL has audited PC's without having any auditor training.

RALPH HILTON and the other squirrels pretend to practice Scientology (in violation of the trademarks of Scientology and of the copyrights of Scientology materials) but none of them dares audit overts and withholds, which form one of the most essential techniques of Scientology. Because of their own out-ethics , none of them can confront this area.

RALPH HILTON put up a pretense of competence as an auditor but he committed numerous crimes and high crimes in auditing PC's. He was always betraying his preclears' confidence when he was drunk. For example, Russell Day had disclosed to him in an auditing session that in or about 1993, he had a homosexual encounter at a party, smoked "pot" (hashish) and ended up in a "menage a trois". The girl's boyfriend was bisexual and wanted sex with Russell. Ralph bloated about it to all in the squirrell community when he was drunk. On another occasion, in 1993-94, Ralph Hilton disclosed that Jeffrey Cresswell had a track history as a Nazi and as a fighter pilot that had died drunk, falling in ice-cold water from a pier and that Neil Jackson had been a Spanish inquisitor, using torture.

Russell claimed to Housing Association Official that he was his 'boyfriend' (illegal sublet). At one point possibly owns other property through father's financial successes, and tax benefits. Also lived at 62 (top flat) Elsham Road, London W14 8HD, renting a flat owned by Andrew Small, paid for by housing benefit as was also the case at Westwood Hill.

Previous to this Ralph lived at his own flat but excessive drinking apparently got him relieved of his job in the computer industry.

Excessive alcohol comsumption messed up colleagues, 16-18 pints in one session maybe, continuously drinking ever since. Hark Percy met him in 1988. Heavy smoker, very unfit, smoked 40-60 cigarettes per day, squanders money.

Vast inheritance, ?500,000 due from his father, a banker, which drove Russell into a frenzy of jealousy. Down tone filthy auditing environment. An electronics wizard. Known as the poison dwarf (nickname).

Keeps swords in his room near him. Has pulled sword on Russell more than once. Has bludgeoned Russell with copper pipe at a 2D conflict over a pretty "raw meat" pc. Russell stole her, Ralph bludgeoned him - hospitalization resulted. No charges were brought by Russell for fear of losing 'auditing cheaply'. Drunken fights in the night with Russell. Brewing lethal homebrew beer causing incredible piss-ups and subsequent disagreements.

Sword pulled more than once to eject drunken Russell from his room at 24 Westwood Hill at early morning hours. Has indulged in Enochean magic rituals with Russell using NOTs phemonena with cataclismic catastrophic results. "Spells" fiddled about with. Possibly messed about with black magic so I recall. Appalling 'Salems lot' type of degraded environment, something out of a horror movie.

Ralph supervised Purification Rundown for famous drummer, Bryson Graham of Spooky Tooth and Early Foreigner. Heavy drug history case. There was an angry husband who broke the door down, or partly broke the door down and broke into the auditing room. There was a huge confrontation in the auditing room, a big fight. Ralph was justifying that by saying that the girl had disconnected from the husband, but they were still living together. Ralph ran out of the room and downstairs and fled the house. The husband then was looking in all bars to find Ralph to beat him up. Heidrun had alerted the husband. She had been cheated out of her own 2D. Ralph was running down the street, having a hard time because he smokes 60 cigarettes - hunting around for a few days to beat up Ralph. This happened in late summer 1997.

Ralph offered some barmaid 500 pounds to spend the night. Her husband found out about this offer and Ralph became very unpopular in the bars there.
